Miller, Cespedes, and Associates (MC&A) was founded by George Miller and Larisa Cespedes – both long time trusted, experienced, and effective advocates with proven track records. MC&A maximizes its reputational and political capital to help clients succeed whether they be a small nonprofit, Fortune 500 company or a major trade association. The entire MC&A team is involved in almost every policy discussion in the California Capitol. 

In today’s political environment, it is imperative that a government affairs firm not only maintain but constantly establish relationships with incumbents as well as with new elected officials and staff. Due to our varied expertise and our broad client base, we work closely and collaboratively across both sides of the aisle. In many instances, members of the Legislature and staff seek our advice on matters that may affect an industry overall or one entity in particular.

George Miller

George brings together a lifetime of relationships and contacts with over 25 years of frontline advocacy experience to his clients. His reputation as a dedicated advocate and his professional achievements are a result of his skillful navigation California’s complex regulatory and political environment.

George’s training as an attorney enhance his legislative expertise relating to issues affecting transportation, taxation, health care and energy. He also previously ran a regional governmental affairs operation for MetLife, one of the nations’ leading providers of insurance and financial services, and worked on financial issues with state regulators and legislatures in 13 states.

Early in his career, George served as Assistant Counsel to the Chairman of the House Ways and Means Committee. George earned his Bachelor of Arts degree in both International Relations and Sociology from the University of South Carolina and Juris Doctor degree from the University of South Carolina School of Law.

George and his wife Wendy live in El Dorado Hills where they raised their two daughters and a son.

 

Larisa Cespedes

Larisa brings over two decades of proven experience in public policy and government advocacy in issues affecting financial services, health care, energy and manufacturing.

Larisa’s extensive experience in the private sector, passion for public policy development and knack for coalition building all contribute to her ability to serve as an effective liaison between public and private interests.  Larisa possesses valuable experience in coalition building for statewide campaigns, managing government relations multi-state strategies for a large financial institution, to partnering in one of the state’s largest government relations firms to co- launching Miller, Cespedes & Associates.

Larisa is active in a variety of nonprofit organizations and boards, including Hispanas Organized for Political Equality (HOPE), Growth Public Schools and the American Israel Public Affairs Committee (AIPAC). Larisa was recently recognized by the Sacramento Bee as one of its 60 statewide public policy “influencers.”

Larisa earned her Bachelor of Arts Degree in Political Science and Education from the University of California at Berkeley.  Larisa and her husband David live in Sacramento with their daughter.

 

Luis Sanchez

Luis brings a decade of political and policy experience to Miller, Cespedes, and Associates that has proven valuable to numerous clients in the government sector.

Luis was lead lobbyist for the Western States Petroleum Association where he handled various aspects of energy policy. In this role, Luis helped accomplish the association’s goals of ensuring consumers have continued access to energy products through policies that are socially, economically, and environmentally responsible.

Prior to this position, Luis served as Chief of Staff in the Assembly, where he worked on directing both policy and district staff to ensure that initiatives surrounding constituents’ quality of life were achieved. Luis also worked for Blue Shield of California during the implementation of the Affordable Care Act in California.

Luis also served as Co-Chair of the California Latino Capitol Association, a nonprofit organization aimed towards promoting the professional development of those in the Capitol Community.

Luis is a graduate of California State University Sacramento with a bachelor’s degree in marketing. Luis lives in Sacramento with his wife, Heather.

 

Alyssa Campa

Prior to joining Miller, Cespedes, And Associates, Alyssa served as an integral member of another leading Sacramento lobbying firm as an office manager and scheduler. Alyssa has been able to acquire essential knowledge and experience of the legislative process and the workings in the Capitol for scheduling meetings, advocacy days, and other interactions with the third house and policymakers. Alyssa is a former intern with the San Bernardino County Superintendent of Schools where she obtained management, clerical, and administrative skills.

Alyssa earned a bachelors degree in Political Science and a minor in Pre-Law from California State University, San Bernardino and as a student-athlete, received an academic and athletic scholarship to participate in the Womens Soccer program all four years. One of her greatest accomplishments was being Captain of the team during her last two years.

Alyssa is a San Diego native where most of her family currently resides.
